EU diplomacy chief ignores OSCE meeting with Russian Foreign Minister

Details: Rasa Ostrauskaite, Deputy Head of the EU delegation to the OSCE, spoke on behalf of the European Union at the meeting instead of Borrell.
She categorically condemned Russia and Belarus for their aggression and actions that undermine security in Europe, but did not directly mention Borrell's demarche.
Background: On Tuesday, 28 November, Borrell said he would go to Skopje, despite the presence of Lavrov, even though the foreign ministers of Ukraine, Poland and the Baltic states are boycotting the meeting.
He also stated that he agrees with North Macedonia's decision to allow the Russian delegation to attend the OSCE ministerial meeting so that Lavrov could personally hear the criticism.
Earlier, it was reported that US Secretary of State Antony Blinken left the OSCE meeting before the Russian Foreign Minister arrived.
