Zelenskyy names 10 points of internal Resilience Plan

During a speech at the Verkhovna Rada (Ukrainian Parliament) on 19 November, President Volodymyr Zelenskyy presented his Resilience Plan for Ukraine, which comprises 10 points.

Details: Zelenskyy said that unity is the first point in his plan, which envisions political cooperation with civil society to accelerate Ukraine’s European integration and a closer relationship with NATO, as well as ensure information consolidation and digitalisation of government services, and hold Russia accountable through the creation of a tribunal and introducing effective sanctions.

Zelenskyy explained that Ukraine is about to complete a legislation screening process. In early 2025, the government is preparing to launch negotiations regarding the first negotiations cluster.

He also said that Ukraine has signed 27 bilateral security agreements with partner countries, most of which are NATO members.

"And they support Ukraine’s accession to NATO. This number testifies to the fact that there is nothing that inherently prevents us from joining the Alliance. Only the deficit of force and political will. And by the way, not Ukraine’s political will. And we will convince our partners to be brave," Zelenskyy stressed.

The front is the second point in Zelenskyy’s plan. Among other things, he identified the need to change the approach to human resources management, mobilisation and recruitment in the defence forces, as well as education and training in the military. Zelenskyy said he expects the situation on the battlefield to stabilise and the Ukrainian military to continue special operations against Russian forces and their targets.

The third point is weapons. Weapons production in Ukraine is expected to ramp up, and cooperation with partners is expected to strengthen in order to attract investment in Ukraine’s defence industry, ensure the security of defence firms, and develop and increase production of technologically advanced weapons.

To implement this point, Zelenskyy is introducing a new technological headquarters which will regularly gather the best experts to discuss technological ideas. The first meeting will take place in early December 2024.

The fourth point is money. It envisions securing social support programmes, providing adequate war risk insurance, ensuring the security of doing business in Ukraine, reducing the pressure on business owners, and eliminating shadow business practices.

Energy infrastructure is the fifth point. It envisions ensuring the security of energy infrastructure and facilities, developing electricity generation facilities and production, transportation, storage, and rational consumption of gas, and the introduction of regional energy sustainability passports.

Ukraine’s security is the sixth point. It includes fighting crime, including collaboration with Russia, introducing metal detectors in public spaces, ensuring police presence in educational institutions and in every community, constructing a sufficient number of shelters, and clearing Ukrainian territories of mines.

The seventh point in Zelenskyy’s plan is communities. It is envisaged that communities (hromadas) will be involved in the development and adoption of state decisions, taking into account the interests of all citizens and ethnic communities in Ukraine. This will be achieved, in particular, through the continued activities of the Congress of Local and Regional Authorities.

Human capital is Zelenskyy’s eighth point. He proposed to create a Ministry for Ukrainian Unity by the end of this year, to revamp the diplomatic service, and to introduce the possibility of multiple citizenship. In addition, he hopes to introduce a national standard for barrier-free access, a new approach to education, the modernisation of the health care system, and the development of a partnership between the state and the church. "We are not talking about the Moscow church. The time of those who sanctify terror is over," Zelenskyy said.

Cultural sovereignty is the ninth point, with a cultural forum akin to the Ramstein Group which exists in the defence realm expected to launch in 2025. It is planned to replace Russian cultural products with Ukrainian ones for different social groups and age categories, actively promote Ukrainian narratives through cultural and artistic projects abroad, support translations of Ukrainian authors into different languages, promote the creation of Ukrainian studies departments in world universities, and upgrade cultural infrastructure. It also includes collecting evidence of Russian crimes against Ukraine's cultural heritage and ensuring Russia's accountability.

The tenth and final point is the heroes policy. Conditions for the integration of veterans into social and economic life, provide state programmes to support veterans, family members of veterans and fallen soldiers, and implement measures to attract veterans to public service will be created. 

In this context, Zelenskyy said that at least 80 spaces for veterans’ use will be built in different communities (hromadas) across Ukraine over the next year.

During his speech in the parliament, Zelenskyy also presented state awards to military personnel, cultural figures, representatives of public organisations and business owners.

Members of the government and representatives of the President’s Office, including senior officials, judges, and diplomats, attended the president’s speech in the parliament. The meeting was also attended by security officials, including Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi, Chief of the General Staff of the Armed Forces of Ukraine, Head of the Security Service of Ukraine Vasyl Malyuk, Head of Defence Intelligence Kyrylo Budanov, and Secretary of the National Security and Defence Council Oleksandr Lytvynenko.
