Quote from Kuleba: "I thank Estonia for proposing a joint direct procurement of arms and ammunition, which could start with the EU members providing 1 million 155 mm rounds to Ukraine. Even though I can't join today's FAC [EU Council meeting at the level of foreign ministers – ed.] in person, we strongly endorse the initiative and urge to put it into action."

Details: Kuleba's meeting with his European counterparts was officially announced in advance: it was scheduled before the official meeting of the EU Council, and afterwards the ministers were to meet for a working lunch with the Moldovan Foreign Minister. It was at this time on 20 February that Dmytro Kuleba was supposed to be in Brussels, and the next day he was scheduled to meet with the EU's top diplomat and NATO Secretary General for the first time in this trilateral format.

The news of Kuleba's change of plans coincided with a large-scale traffic restriction in Kyiv, sparking rumours of a top Western official visiting the city.

Background:

According to media reports, some members of the European Union have supported Estonia's proposal to invest in joint purchases of ammunition for Ukraine's needs; a decision may be made at the EU summit next month.
