Quote: "In 2023, we will be actively forging the security infrastructure in our country. This is an extensive network of modern equipped shelters within walking distance.
In particular, today [3 January – ed.] we are making a decision to improve the design of the buildings. We determine the list of objects that must be provided during the construction of shelters and other elements of protection. These are educational institutions, hospitals, residential and public buildings, as well as critical infrastructure facilities.
We will also install additional means of screening in public spaces: metal detectors and scanners. In the conditions when we are fighting against a real terrorist [state], this is an equally essential measure."
Details: The government also plans to regulate the issue of the circulation of weapons in Ukraine and to activate new programs for the production and procurement of weapons and equipment for the Armed Forces.
Shmyhal reiterated that in 2023, half of the country's budget will be directed to support the Armed Forces: "All taxes paid by citizens and businesses will go specifically to defence and security."
The head of the Cabinet is convinced that after victory, Ukraine should switch to a contract army.
The Prime Minister announced that 35.5 billion hryvnias has been allocated in the state budget for the current year for the Fund for the Liquidation of the Consequences of Armed Aggression: "This is for the construction and repair of public buildings, critical infrastructure facilities, housing for internally displaced persons."
Apart from that, the government expects to begin reconstruction in the near future at the expense of funds confiscated from Russian banks; there are already 17 billion hryvnias located in a special account for this exact purpose: "The first priority is the [reparation of – ed.] destroyed housing."
