Russia attacked Ukrainian substations with cluster munitions for the first time on 26 August but only a very small number of them were severely damaged thanks to the protection.

Details: Shmyhal stated that during the Russian large-scale combined attack on 26 August, the Russians struck Ukrainian substations with cluster munitions for the first time.
"There were tens of strikes yesterday but we lost a very small quantity of equipment thanks to the first and second level of protection," he said.
