Ukraine has unofficial information on the whereabouts of Dmytro Khyliuk, a journalist for the UNIAN news agency who was abducted by the Russians.

Source: Dmytro Lubinets, Ukrainian Parliament Commissioner for Human Rights, at a briefing on 9 July, as reported by Ukrinform

Quote: "Regarding Dmytro Khyliuk. The Russian side has not officially informed me where he is, so I cannot officially confirm it. Unofficially, we have such information.

As for him being tortured… What are our steps? Two weeks ago, I paid an official visit to the PACE. I had a meeting with the top leadership of the PACE, including two side events. One of them was a side event on the issue of civilian hostages – journalists. There, we raised the issue of not only Dmytro, but all journalists. We also passed the lists to our international partners so that they could use their communication channels to bring them home."

Details: Lubinets stressed that PACE could develop and adopt a separate resolution on the illegal detention of Ukrainian civilians, including journalists.

Lubinets expressed hope that such a resolution would be adopted at the next PACE session in October.

He noted that he had raised the issue of Khyliuk separately.

"The only thing I can promise is that I will raise this issue again and again in my next communications," he said.

Background:

  • According to the Media Initiative for Human Rights, Ukraine is currently aware of 31 Ukrainian journalists abducted by Russian forces and held captive in Russia.
  • Khyliuk was abducted by Russian forces on 3 March 2022 near his home in Kozarovychi, a village in Kyiv Oblast. He was sent through Belarusian territory to Novozybkov, Bryansk Oblast, Russia, which is where most of the citizens who were detained in Kyiv Oblast during the occupation were taken.
