Finland charges businessman who sold military goods to Russia

The Finnish Prosecutor's Office has announced charges against Gabriel Temin, the CEO of Finnish companies Luminor and Siberica, for violating sanctions legislation under aggravated circumstances and exporting dual-use goods to Russia.

Details: The investigation into Temin began in December 2023 when it became known that his companies had exported nearly 3,500 drones and dual-use goods to Russia. 

Finnish Customs suspect that a total of over EUR 3 million worth of goods were delivered to Russia through Finland. Their data show that information obtained during the investigation suggests that this activity was conducted and financed by Russia.

The companies Siberica and Luminor, as well as Gabriel Temin himself, are on the US sanctions list. Siberica is a warehousing company, while Luminor is involved in freight forwarding and chartering. Temin is a French citizen who has been a permanent resident in Finland since 1991.

In September 2023, Temin was remanded in custody on suspicion of gross violations of sanctions legislation. Additionally, three employees of Siberica and a company representative were accused of violating sanctions legislation under aggravated circumstances.

All the suspects deny their guilt.

Background: Finnish public broadcaster Yle has also found that components and equipment from Finland, which are subsequently used in the defence industry, continue to reach Russia thanks to ‘low-profile’' companies in Finland, some of which have already attracted the attention of law enforcement.
