Quote: "Almost a month has passed since the liberation [of Kherson – ed.]. As of today, the city has both power and heating! This brings normal life back to the city and the Oblast. Restoration works on the electric network are still ongoing; the Russians left scorched earth behind while retreating. We have seen the same tactic unfold in Kyiv, Chernihiv, Sumy and Kharkiv Oblasts."
