Negotiations between the Ukrainian delegation and the Russian side will take place at the border between Ukraine and Belarus on Monday morning.

Fedor Venislavsky, the president’s representative in the Constitutional Court, said that negotiations between the Ukrainian delegation and the Russians are set to begin in a few hours.
The delay is due to the delegation taking longer than expected to reach the border with Belarus.

Russia claims Ukraine has agreed to negotiate on the border with Belarus. Sources confirm.

Ukrainian cyberspecialists have disabled the official websites of the National Bank of Belarus and of the Ministry of Information Policy of Belarus. Tens of other Belarusian websites of strategic importance are also no longer operational.

On 28 February, all border control points with Russia, Belarus and Transnistria will be closed.

The self-proclaimed President of the Republic of Belarus Aleksandr Lukashenko confirmed that missiles had been fired at Ukraine from the territory of his country and threatened to invade Ukraine with the Belarusian army.

Dmitriy Peskov, presidential press secretary, said that the Russian delegation had arrived in Belarus. He states that they came to negotiate with Ukraine.

The Ukrainian air force shot down a cruise missile fired at Kyiv from Belarus.

The Head of the State Border Guard Service of Ukraine, Serhiy Deyneko, sent an official letter to his counterpart from the Republic of Belarus emphasising that Belarus was waging war against Ukraine together with Russia.

The National Bank of Ukraine banned financial institutions from conducting any foreign exchange transactions using Russian and Belarusian rubles.
