The occupiers have begun discharging water from the Kakhovka Reservoir

Volodymyr Leontiev, the gauleiter [Russian-appointed puppet leader/governor; a term that referred to German governors of territories occupied by the Nazis in WWII - ed.] of the city of Nova Kakhovka in the Kherson region, claimed that the occupiers started discharging water from the Kakhovka Reservoir downstream from the Dnipro River.

Quote: "The (Kakhovka – ed.) Hydroelectric Power Plant continues to work, even though three units are out of order. It has not stopped working for a single day since 24 February. Last week, the water discharge was intensified to decrease the quantity of water gushing downstream in the worst-case scenario."
Details: Leontiev added that "the level of water downstream has risen; all the stoplogs are open; preventative water discharge is being conducted now".
Background:
- On 20 October Volodymyr Zelenskyy, the President of Ukraine, reported that Russians mined the dam and units of the Kakhovka Hydroelectric Power Plant and are planning to commit a terrorist attack under the Ukrainian flag.
- According to available intelligence, the occupiers had planned in advance to blow up the Kakhovka reservoir dam, which is the hydraulic system of the Kakhovka hydroelectric plant, and therefore it was mined back in April.
- On 21 October, Ukraine called upon the UN, EU and other organisations to send an international monitoring mission to the Kakhovka Hydroelectric Power Plant in the occupied part of Kherson Oblast.
