Details: The Finance Ministry said the funds will be used "to finance priority state budget expenditures, support macro-financial stability and ensure the uninterrupted functioning of the state under the conditions of the full-scale war".

The Ukraine Support Loan is part of the EU's broader two-year support framework for Ukraine covering 2026-2027, with a total value of up to €90 billion. Ukraine is expected to have access to up to €45 billion in 2026.

"This is the first practical result of launching the new Ukraine support instrument. For us, this is not just another tranche. It is a resource that helps the state fulfil its obligations to citizens, maintain financial stability and direct more domestic resources towards defence," Finance Minister Serhii Marchenko said.

The Finance Ministry added that the EU has provided Ukraine with more than €70 billion in budget support since the start of Russia's full-scale invasion.

Background:

  • Svyrydenko announced that 160 agreements worth more than €10 billion will be signed at the Ukraine Recovery Conference 2026.
  • Earlier, the Ukrainian government approved amendments to the Ukraine Plan, creating the conditions for attracting an additional €8.35 billion in support under the Ukraine Support Loan programme.
