Background:
- On 22 April, the Committee of Permanent Representatives of the EU launched a written procedure to approve amendments to the EU's 2021-2027 long-term budget, including the €90 billion loan for Ukraine and the 20th Russia sanctions package. The process is set to last 24 hours – until 12:00 on 23 April (13:00 Kyiv time).
- This step became possible after Ukraine restored the transit of Russian oil via the Druzhba pipeline to Hungary and Slovakia.
- Ukrainian President Volodymyr Zelenskyy welcomed the unblocking of the approval procedure, stressing that he expects the agreements to be implemented promptly.
