Ukrainian President Volodymyr Zelenskyy has enacted the decision of the National Security and Defence Council of 11 April 2025 to impose sanctions against Russian propagandists and the activities of the Russian "shadow fleet".

Details: According to Decree No. 229/2025, sanctions were imposed on 59 individuals (57 Russians and two Chinese citizens).

Another decree, No. 230/2025, imposes sanctions on 18 legal entities, mostly registered in Russia and engaged in information activities.

Another annexe to the decree indicates that another 71 people were sanctioned. The list includes both Russians and Ukrainians, mostly related to the media, particularly Vadym Karasiov, Oleksandr Shelest, Alexandr Sladkov, Andrey Norkin and producer Yurii Bardash.

In his Telegram channel, Zelenskyy indicated that the sanctions were imposed against propagandists, as well as against Russia's "shadow fleet".

"New sanctions steps. We are stepping up pressure on war propagandists and those who justify Russia, and together with our partners, we are blocking the activities of the Russian ‘shadow fleet’. The relevant decrees are already on the website," the president wrote.

Background: On 10 April, President Volodymyr Zelenskyy said that Ukraine was preparing sanctions packages against Russia, in particular, its "shadow fleet".
