The European Union acknowledges the need to restructure aid to Ukraine if a lasting peace agreement with Russia is reached.

Details: Dombrovskis emphasised that for the EU, it is crucial that any peace is just and lasting, ensuring there is no threat of renewed aggression against Ukraine.

Quote: "If a ceasefire or a peace deal is reached, this will undoubtedly impact planning. Clearly, the focus will shift from military aid to reconstruction and recovery." 

More details: The European Commissioner underlined that the EU will adjust its financial assistance based on Ukraine’s needs: "This is something we must discuss with the Ukrainian authorities to determine how to reallocate funding from international donors. Ultimately, a key factor in assessing Ukraine’s financial needs is the duration and intensity of the war".

Dombrovskis added that the EU is prepared to be flexible and adjust aid already planned for 2025, depending on developments in ceasefire negotiations or a peace agreement.

Quote: "From the EU side, we are ready to adjust our financing, both in response to a potential reduction or halt in US military assistance and in light of progress towards a ceasefire or peace deal." 

Background: During his visit to Kyiv, Dombrovskis outlined the EU’s financial support for Ukraine until the end of 2025 and confirmed that part of the €150 billion Rearm Europe initiative will be allocated to supplying weapons for Ukraine’s Armed Forces.
