Russian leader Vladimir Putin has signed a decree stipulating that "Ukrainian citizens illegally staying in Russia must leave by 10 September or legalise their stay".

Quote: "...citizens of Ukraine who are in the Russian Federation and do not have legal grounds for staying (living) in the Russian Federation are obliged to leave the Russian Federation on their own or to resolve their legal status in the Russian Federation by 10 September 2025 inclusive..."

Details: The document states that Ukrainians who have undergone fingerprint registration and photographing will be exempt from administrative liability for violating the stay regime in Russia if they apply to the police for legalisation.

The decree also stipulates that foreign citizens and stateless persons who arrived in the territories of the so-called "Donetsk/Luhansk People's Republics" terrorist organisations, as well as the parts of Zaporizhzhia and Kherson oblasts temporarily occupied by Russia, before the decree's enactment – either for non-employment purposes for more than 90 days or for employment – must undergo a medical examination by 10 June 2025. They are required to submit medical documents to the territorial office of Russia’s Ministry of Internal Affairs confirming the absence of illicit drug or psychotropic substance use, infectious diseases and HIV infection.
