The Counter-intelligence Department of the Security Service of Ukraine (SSU) has detained a group of Russian agents who planned to commit a large-scale terrorist attack at a unit of the defence forces in Kyiv Oblast with the help of a teenage bomber.

Quote: "According to the investigation, in December 2024, a minor resident of Kirovohrad Oblast, on the instructions of a Russian representative, was to plant an explosive device at the entrance to the premises of one of the defence forces units in Kyiv Oblast. The enemy planned to detonate the explosives remotely, together with the boy, after he entered the building. The boy did not know about that particular plan."

Details: Two women from Vinnytsia Oblast had previously constructed the tools for the terrorist attack on the instructions of a Russian handler and left them at an agreed location. Another member of the group arranged the transfer of explosives between caches.

It is reported that after arriving in Kyiv Oblast, the teenager checked into a hotel near the agreed place of the crime and acted on instructions that he received via Telegram from a representative of Russia. He collected a backpack that had been left at a pre-arranged location and contained an improvised explosive device and a Ukrainian military uniform.

After changing into the uniform, he arrived at the scene and planted the explosives that had been disguised in his backpack.

Thanks to the actions of law enforcement officers, the commission of the crime in a public place was prevented in time.

During searches of the detainees’ homes, law enforcement seized mobile phones containing evidence of their cooperation with the Russians. The SSU also seized 1.5 kg of explosive mixture for the construction of an improvised munition from one of the agents.

SSU investigators served the suspects with a notice of suspicion under two articles of the Criminal Code of Ukraine.

The detainees are being held in custody without the right to be released on bail. They face life imprisonment and the confiscation of their assets.
