Details: The draft should be ready within three months, a Polish government communiqué says.

The effort originates from a civilian protection law which came into effect on 1 January in response to recent floods in southern Poland and Russia's ongoing full-scale invasion of Ukraine.

The draft bill, which must be approved by Prime Minister Donald Tusk's cabinet, calls for at least 0.3% of the annual gross national product to be set aside to improve evacuation preparedness.

The new regulations should define the responsibilities and coordination of the various civil security services that will be involved in moving people to safety.

They should also provide recommendations for the safe evacuation and protection of works of art.

Background: In mid-September 2024, a number of districts in southwestern Poland were affected by catastrophic flooding.
