Quote: "Since the beginning of 2024, 18 criminal offences have been recorded in Kyiv Oblast related to the arson of vehicles of the Armed Forces of Ukraine and railway tracks and the placement of explosive devices with destructive elements. This is twice as many as last year."

Details: It is noted that in 2024, the following were registered:

  • 7 criminal cases under Article 113 of the Criminal Code (sabotage);
  • 8 criminal cases under Article 114-1 of the Criminal Code (obstruction of the lawful activities of the Armed Forces of Ukraine);
  • 3 criminal cases under Article 258 of the Criminal Code (terrorist act).

The prosecutor's office noted that Russian secret services involve representatives of vulnerable and low-income groups, including minors, in sabotage activities. The perpetrators are sought through social media, including Telegram, Instagram and TikTok. They are offered monetary rewards, convinced of the legality of such actions and guaranteed "help" in case of problems with law enforcement agencies.

Background: On 5 December, the Kyiv Oblast Prosecutor's Office reported that two 14-year-old boys who detonated an improvised explosive device at the request of Russian services near a police station in the Vyshhorod district of Kyiv Oblast were imposed a pretrial restraint in the form of round-the-clock house arrest with an electronic tracking device.
