Kyivstar, Ukraine's largest mobile operator, and its parent company VEON, have announced that they have signed an agreement with Starlink to launch Direct to Cell satellite communications in Ukraine.

Details: The agreement will make Ukraine one of the first countries in the world to have access to Direct to Cell. The service, which includes SMS and OTT messaging, will be launched in Q4 2025, with voice and data to follow.

The agreement is expected to strengthen the national communications infrastructure, including expanding coverage in remote areas and improving the energy stability of the network.

Thanks to Starlink's technology, Kyivstar subscribers will be able to maintain stable communication even when the landline network is unable to provide coverage in certain areas. This should improve the quality of communication during power outages and in remote regions.

The Direct to Cell technology on Starlink satellites uses a sophisticated eNodeB modem, which functions as a cell tower in space. This allows it to integrate into the network like a normal roaming partner. This technology will enable communication in remote areas and will function with LTE cell phones without requiring changes to hardware, firmware, or the installation of specific applications.
