US accuses China of facilitating Russia's aggression against Ukraine

The United States has accused China of supporting Russia in its war against Ukraine, highlighting that Beijing’s actions contradict its claims of pursuing peace.

Details: Wood emphasised that China's support for Russia goes against the principles of the UN Charter.

Quote: "China has said in this Council that sovereignty and territorial integrity should be respected, but if China were serious about that, it would use its influence to stop Russia from violating Ukraine’s sovereignty and territorial integrity."

Details: Wood stated that China continues to supply Russia with dual-use goods that bolster its defence industrial base. These include materials for bomb production, machinery parts and equipment for weapon factories, as well as drone and missile technologies.

He stressed that Russia uses Chinese-made products to attack civilian targets and infrastructure in Ukraine. Moreover, Chinese companies are reportedly assisting Russia in developing and manufacturing long-range drones.

"By continuing to permit these exports, Beijing telegraphs tacit approval of Russia’s war," Wood noted.

Wood also criticised China for failing to use its influence constructively, instead providing political cover for Russia, echoing Kremlin propaganda and effectively disregarding the UN Charter.

Quote: "If China truly wants a 'peaceful resolution' to Russia’s war against Ukraine, it must end its supply to Russia’s war machine, impose sanctions on Russia, call on Russia to withdraw its troops, and lead the international community as a permanent member of this Council responsible for safeguarding the principles of the UN Charter."

Background: 

  • Dmitry Medvedev, former President of Russia and Deputy Chairman of Russia's Security Council, met with Chinese President Xi Jinping in Beijing on 12 December. During the talks, the Russian delegation once again voiced its ultimatum demands to Ukraine, with China providing a platform for their dissemination under the guise of advocating for peace.
  • Analysts at the ISW noted in their assessment dated 12 December that Xi Jinping continues to echo the Kremlin's rhetoric, which is justifying aggression against Ukraine and advocating for Ukraine's surrender.
  • The US Treasury Department announced the imposition of sanctions on 17 October against three Chinese legal entities and one individual involved in the production of Garpiya (Harpy) long-range strike drones for the Russian army.
  • In September, US Deputy Secretary of State Kurt Campbell said that China was providing direct support to the Russian war machine, thereby assisting it in its war against Ukraine.
