The doctrine also states that the Russian Federation may use nuclear weapons in the event of a "critical threat" to the sovereignty and territorial integrity of itself and Belarus.

Among the conditions for the use of nuclear weapons by Russia is the "launch of ballistic missiles" at the territory of Russia.

According to the doctrine, the decision to use nuclear weapons must be made by the Kremlin leader himself.

The document expresses confidence that "the Russian Federation's readiness and determination to use nuclear weapons will ensure nuclear deterrence".

The Kremlin leader's spokesman, Dmitry Peskov, has already said that "the use of Western non-nuclear missiles by the Ukrainian Armed Forces against Russia under the new doctrine may result in a nuclear response".

Background:

  • On Sunday evening, it became known that the current US President Joe Biden for the first time allowed the Ukrainian military to use long-range ATACMS missiles to strike Russian territory.
  • President Volodymyr Zelenskyy, commenting on the information about the permission granted by the US, UK and France to use long-range missiles on Russian territory, said that "the missiles will speak for themselves".
