The document, titled the Agreement on Long-Term Cooperation and Support between Ukraine and the Republic of Croatia, is structured similarly to the security agreements Ukraine has with many other foreign partners and, like them, has a 10-year term.
Under the agreement, Croatia will continue to provide long-term political, security-related and financial support to Ukraine, while Ukraine pledges to continue its reforms and ensure the rule of law.
The agreement outlines cooperation in intelligence sharing on issues of mutual interest, encourages collaboration between Ukraine's and Croatia's defence industries with the potential for joint production, and covers cooperation with regard to digital resilience, cybersecurity, and the countering of foreign information manipulation and interference.
Ukraine and Croatia may hold a Strategic Defence and Security Policy Dialogue at leader level as needed and by mutual consent.
Croatia reaffirms its support for Ukraine’s NATO and EU membership and commits to assisting Ukraine within the EU framework, including support for Ukraine’s reforms and its path to EU membership.
The agreement has a separate section on humanitarian demining, a field in which Croatia has already allocated over €10 million and will continue providing equipment and expertise. It covers areas such as mine action, veteran support, prosecution of serious crimes, and various forms of humanitarian and socio-humanitarian aid, including rehabilitation projects for those hardest hit by the war.
In addition, Croatia pledges to support sanctions against Russia, hold Russia accountable, and help in securing compensation for damage caused by its aggression. Specific sections of the agreement focus on supporting the Peace Formula and efforts to bring home Ukrainian children abducted to occupied territories and to Russia by the occupying authorities.
Background: The agreement was signed during Zelenskyy’s visit to Croatia for bilateral meetings and the third Ukraine-Southeast Europe summit.
