Ukrainians to witness Victory Plan being implemented on Russian territory – Head of President's Office

President Volodymyr Zelenskyy will share his Victory Plan with Ukrainians after presenting it to the US president and other partners, though some sensitive and classified parts will not be made public to avoid revealing information to the Russians.

Quote: "This is the president’s Plan, and as he promised, after presenting it to the US president and our partners, I believe it will be presented to Ukrainians. However, there are parts that are very sensitive and closed to the public eye. And it’s not because there are secrets. Our country is like a united family today, especially during the war, where there can be no secrets. But once something becomes public, it’s not only heard here in Ukraine; it’s heard by the enemy as well."

Details: Yermak emphasised the importance of seeing the plan implemented on Russian territory and observing its results through the victories of Ukraine’s Armed Forces. 

He expressed confidence that citizens would understand the need to withhold certain details: "Our people are very smart, and they understand everything and assess the situation well."

Background: 

• Serhii Nykyforov, the president's spokesperson, recently said that during the Ukrainian delegation's visit to the US, the American side showed "great interest" in the Victory Plan, in spite of media reports.
• Bloomberg reported that some Western officials have tried to lower expectations of the Victory Plan, saying that they do not see it as a breakthrough.
• The Wall Street Journal reported that US President Joe Biden's administration is concerned that Ukrainian leader Volodymyr Zelenskyy's plan to win the war against Russia lacks a comprehensive strategy.
• According to the media, in the Victory Plan, which has not been publicly disclosed, President Volodymyr Zelenskyy envisages an invitation for Kyiv to join NATO and a commitment from the US to provide constant supplies of modern weapons.
