Ukrainian PM on debts from energy facilities' protection: I have no data suggesting that there are any
Debt talk may be prompted by experimental projects for the construction of the third level of energy protection, the prices of which are unknown but to which contractors have agreed.
Source: Denys Shmyhal, Prime Minister of Ukraine, during the Ukraine 2024. Independence forum
Details: Shmyhal emphasised that the majority of the facilities of the second level of protection of energy infrastructure have already been built.
The PM also discussed experimental projects of the third level of protection. According to him, these are large structures capable of covering the substation's territory and measuring three football fields in size.
However, the cost is extremely high: the construction of only six such facilities will cost UAH 180 billion (approx. US$4.3 billion), which exceeds the state budget's capacity and is not supported by funding from partners.
Quote: "However, the Recovery Agency decided to begin preparing for such construction on the ‘design and build’ principle, and the contractors entered into this project without agreeing on the amounts that we had. Perhaps this sparked discussions about some debts," Shmyhal noted.
"I have no data that there are debts," he added.
Background: To date, the protection of energy facilities to the extent that the head of state instructed has not been fulfilled, the responsibility for the presidential order lies with the prime minister.
