Details: Borrell stressed that lifting restrictions on the use of weapons against the Russian military involved in the aggression against Ukraine, in accordance with international law, would strengthen Ukrainian self-defence, protect lives, and reduce destruction in Ukraine.

"Russia escalated its aggression with renewed massive attacks across Ukraine targeting civilian infrastructure, including hydroelectric stations, and causing casualties," Borrell wrote.

He also noted that Ukraine needs air defence immediately.

Borrell added that he would discuss the issue with Ukrainian Foreign Minister Dmytro Kuleba and EU foreign ministers at an informal meeting on Thursday.

Background:

  • On 21 August, Borrell called on Western powers to lift restrictions on Ukraine's use of their weapons against Russian military targets.
  • On 26 August Russia launched 236 aerial weapons on Ukraine. Ukraine's air defence downed 102 missiles and 99 attack drones.
