Putin convenes meeting on border area with Ukraine, government requires funds for self-defence

Russian ruler Vladimir Putin held a new meeting with the Russian government and power bloc concerning the situation in the areas close to the Russo-Ukrainian border on 22 August.

Details: Alexei Smirnov, the acting governor of Kursk Oblast, reported that 133,190 civilians had evacuated from border areas of the region, while 19,376 still remained there.  

It was also stated that Putin "supported" Smirnov’s initiative about automatic payment of 15,000 roubles (US$164) to the residents of Kursk Oblast who left the region after the breakthrough of the Armed Forces of Ukraine.

At the meeting, the governors of Belgorod and Bryansk oblasts asked Putin to fund self-defence regiments.

Background:

  • Russian Kremlin-aligned news agency reported that earlier Putin discussed the situation in Kursk Oblast at meetings on 7 and 12 August.
  • Ukrainian forces crossed the Russo-Ukrainian border near the town of Sudzha in Kursk Oblast on 6 August 2024.
  • On 10 August, it became known that Ukrainian forces had taken control of the village of Poroz in Russia's Belgorod Oblast. A counter-terrorism operation (CTO) regime was imposed in Bryansk, Kursk, and Belgorod oblasts of the Russian Federation, which involved heightened security, traffic restrictions, document checks and phone monitoring.
  • On 12 August, the Ukrainian authorities confirmed for the first time that Ukraine's Armed Forces were involved in a special operation in Kursk Oblast.
