Majority of Ukrainians back civil partnership rights for LGBT+ individuals, survey shows

Sociological studies demonstrate a consistent increase in the share of Ukrainian society that has a positive attitude toward the need to protect members of the LGBT+ community. The latest data also shows that more than half of Ukrainians support the right to civil partnerships.

Source: a survey conducted by the National Democratic Institute and the Kyiv International Institute of Sociology (KIIS) in May.

The data shows that in 2024, 68% of Ukrainians either fully (39%) or somewhat (29%) agreed with the statement that members of the LGBT+ community should be protected from discrimination

An additional 13% did not provide a clear answer, selecting the option "neither agree nor disagree" or "not sure".

At the same time, among the representative sample, 18% of participants somewhat or fully disagreed with the idea that LGBT+ individuals should be protected from discrimination.

Similar results were found regarding the statement that LGBT+ people should have the same rights as others. Among those surveyed, 42% of Ukrainians fully agreed with this statement, while another 26% somewhat agreed. Meanwhile, 11% of participants gave a definitively negative response.

The idea of implementing a civil partnership in Ukraine was viewed positively by 55% of survey participants, with 28% giving a definite endorsement. Meanwhile, 15% of respondents were completely opposed to granting such a right.

The vast majority of Ukrainians (71%) acknowledged that crimes against members of the LGBT+ community should be properly investigated and that perpetrators should be punished.

Sociologists observe a consistent increase in the portion of society that agrees with the importance of protecting the LGBT+ community from discrimination. 

Since December 2019, the number of Ukrainians supporting the idea of protecting minorities has grown nearly fivefold.

The proportion of definitively negative responses to this statement has decreased by 16% compared to the data from December 2019.

Note: KIIS experts conducted over 2,500 telephone interviews during May 2024. The survey participants were Ukrainians from all regions of the country, except for temporarily occupied territories as of 23 February 2022.

Background: Earlier KIIS’ research, commissioned by the Our World Centre, showed that over 70% of Ukrainians believe LGBT+ people should have the same rights as other Ukrainians.
