Ukraine's Ombudsman explains purpose of establishing military commandants' offices in Russia's Kursk Oblast
Dmytro Lubinets, the Verkhovna Rada (Ukrainian Parliament) Human Rights Commissioner, has stated that Ukraine might establish military commandants' offices in Kursk Oblast in Russia to provide locals with humanitarian aid.

Quote: "(This issue was discussed) in order to achieve coordination among the military units deployed there that military commandants' offices need to be established to support the voluntary position of the Armed Forces of Ukraine to provide locals with humanitarian aid."
Details: Lubinets noted that "it is up to Ukraine’s military command to decide whether military commandants' offices will be established or not. This issue is being discussed exclusively on the basis of international law".
A military commandants' office is a body that operates in a certain region or area and is responsible for military affairs. Its scope of activity includes interacting with local authorities, ensuring security at important facilities and supplying the military with everything they need.
Ukrainian forces keep advancing deep into the territory of Kursk Oblast. In some areas, they have advanced one to two kilometres since the beginning of the day. The Ukrainian authorities report that the defence forces of Ukraine create a buffer security zone in the territory of Russia, adjacent to the territory of Ukraine.
Background: At a special meeting on Wednesday, Ukraine's President Volodymyr Zelenskyy brought up the issue of establishing military commandants' offices if required in the territories of Russia's Kursk Oblast that are under the control of Ukraine's defence forces.
