EU's chief diplomat reacts to Russian attack on Kostiantynivka
EU's Chief diplomat Josep Borrell has reacted to the Russian strike on a shopping centre in the city of Kostiantynivka in Donetsk Oblast on 9 August, which resulted in over a dozen deaths.
