Only 3% of Ukrainians agree with the statement that "Ukrainians and Russians have always been and remain fraternal nations."

Details: Researchers note that one of the fundamental Soviet-era propaganda concepts was the "fraternity of the Russian and Ukrainian peoples". How is this concept perceived in modern Ukraine?

Respondents were asked to choose from three statements: 

  • Ukrainians and Russians have always been and remain fraternal peoples
  • Ukrainians and Russians used to be fraternal peoples, but they are not anymore 
  • Ukrainians and Russians have never been fraternal peoples

About 27% of respondents agreed with the first statement (Ukrainians and Russians have always been and remain fraternal nations) in 2017, while in 2024, only 3% shared it.

The share of those who believe that Ukrainians and Russians have never been fraternal nations has increased significantly (from 16% to 44%). The share of those who believe that Ukrainians and Russians are no longer fraternal peoples, although they used to be, has decreased from 50% to 46%.

Particularly noticeable changes compared to 2017 occurred in Ukraine's east and south. While 52% of residents of Ukraine's east used to believe that Ukrainians and Russians are fraternal peoples, only 7% share this view now. The share of those who think so has decreased from 45% to 7% in the South.

The survey was conducted from 6 to 12 June using the face-to-face method only in Ukraine controlled territories and where no hostilities are taking place. 2016 respondents aged 18 and older were surveyed. The statistical sampling error does not exceed 2.3%. At the same time, additional systematic sample deviations may be caused by the consequences of Russian invasion, in particular, the forced evacuation of millions of citizens.
