The US Department of State believes that increasing pressure through sanctions and export restrictions has been more effective than recognising Russia as a state sponsor of terrorism.

Details: Miller explained that such a status would entail a range of negative consequences, including humanitarian ones.

Quote: "And so we continue to pursue those in terms of sanctioning Russian officials, sanctioning Russian companies, imposing export controls that weaken Russia’s military machine and we will continue to take those steps."

Background: Senators from the two leading parties in the US Congress, Lindsey Graham and Richard Blumenthal, introduced a bill to designate Russia a state sponsor of terrorism following the signing of Russian leader Vladimir Putin’s strategic partnership agreement with North Korean dictator Kim Jong Un.
