On 20 June, President Volodymyr Zelenskyy convened a meeting of the Supreme Commander-in-Chief to discuss energy issues, particularly how to avoid disruptions during the heating season, and  the government was instructed to develop conditions that would simplify the installation of solar panels and batteries for households.

Quote: "I held a meeting of the Staff focused solely on energy security. Prime Minister Denys Shmyhal, Minister of Energy German Halushchenko, Head of Naftogaz Oleksiy Chernyshov, and Air Force Commander Mykola Oleshchuk delivered reports. The government has been tasked with developing conditions that will make it easier for people to install solar panels and batteries, with tax and customs benefits, and special loan programmes. I also expect the government to develop a strategy for the development of renewable energy and distributed generation at the state level. All public and administrative buildings must be equipped with energy-saving technologies. Solar panels, smart metres, and energy storage units must appear in every school and hospital as soon as possible. Oblast military administrations have been tasked with overseeing this at the local level."

Details: The president stressed that authorities are diligently preparing for the upcoming heating season. They are working on the rebuilding of what can be rebuilt and constructing extensive protection consisting of engineering structures, electronic warfare, and air defence systems (particularly by cooperating with partners on the supply of additional Patriot systems).

"We are doing everything to ensure that Russian attempts to blackmail us with heat and electricity fail," Zelenskyy added.

According to reports, the participants at the conference heard reports from Prime Minister Denys Shmyhal, Minister of Energy Herman Halushchenko, Head of Naftogaz Oleksii Chernyshov, and Air Force Commander Mykola Oleshchuk.​​
