Volodymyr Zelenskyy, President of Ukraine, has stated in his evening address that the nighttime Russian attacks on Ukraine on 21-22 March had the deliberate goal of causing structural damage to the life of Ukrainian society rather than military damage.

Quote: "Everywhere there were impacts, recovery efforts are underway. All services, repair brigades, rescue teams of Ukraine's State Emergency Service, police, and everyone involved will be working around the clock to overcome this terror to the maximum extent possible. Details: Zelenskyy noted that the most complicated situation is in the city of Kharkiv at the moment. The restoration of electricity for critical infrastructure and residential consumers is ongoing.

Quote: "This work will continue without interruptions. Much progress has been made during the day in Kharkiv, Dnipropetrovsk, Ivano-Frankivsk, Khmelnytsky, Vinnytsia, and Poltava [oblasts] to restore electricity, water, and heating supplies. Work continues in Odesa [Oblast]. Special attention is being given to hydroelectric facilities in Zaporizhzhia.

Details: The President also called air defence the key issue: "true and comprehensive protection from Russian missiles and Shahed drones is only possible with sufficient political will on the part of our partners".

Background: On 21 March, the Russians struck 15 oblasts of Ukraine, 125 settlements and 150 infrastructure facilities.

On the night of 21-22 March, the Russians launched a combinated missile-aerial attack on critical infrastructure facilities of Ukraine. In total the Russians used 151 means of aerial attack. The Ukrainian defence managed to destroy 92 Russian air targets.
