Special regime on Ukraine's border: Border Guard Service starts to issue permits for 5-km border zone

Ukraine’s State Border Guard Service has begun issuing documents granting permission to remain in a five-kilometre-wide zone near the state border line.

Details: The Ministry of the Interior has approved (by Order No. 49 of 29 January 2024, registered with the Ministry of Justice and officially published on 7 March) the form of the decision to grant permission to stay in the border strip (or to refuse permission or invalidate permission), determined according to the special regime that the government introduced in December 2023.

This regime restricts free entry, stay, residence, work and movement within the border zone.

Citizens must obtain permission to enter, stay and work within the border strip from the relevant body of Ukraine's State Border Guard Service (the border detachment for the relevant region).

This applies to both individuals and legal entities. Permission will be granted to individuals under the age of 18 upon the request of one of their parents (adoptive parents), guardians, trustees or other legal representatives.

The decision to grant a permit, refuse to grant a permit, or declare a granted permit invalid must be made within 10 business days of receipt of the application.

The State Border Service administration is still working on creating a single account for people who have obtained the necessary permits so that each inspector, using a service tablet, can quickly verify a document's validity and identify the bearer.
