Part of the city of Kharkiv has been left without electricity, heat and running water as a result of the Russian attack on 23 January.

Details: He added that all utility services are working on restoration. 

Terekhov said that warming shelters are being set up in Kharkiv, and spaces in student dormitories will be made available for the temporary accommodation of all interested individuals.

Background: Preliminary reports indicate that around 04:00 and 07:20 on 23 January, Russia struck the Kyivskyi and Saltivskyi districts of Kharkiv with Kh-22 missiles.
