At least 60 votes (out of 100) were needed to advance the bill to the debates.

Only 49 senators voted for the bill.

Background:

  • President Joe Biden requested nearly US$105 billion from the US Congress on Friday, 20 October to fund assistance for Ukraine, Israel, and US border security.
  • The largest component of the package – more than US$61 billion – was for Ukraine.
  • Biden also called for an additional US$14.3 billion for Israel, another US$2 billion for Taiwan and Indo-Pacific security, and just over US$9 billion for humanitarian aid.
