Details: Russia's Ministry of Internal Affairs in St. Petersburg stated that representatives of local military enlistment offices and officers from the military investigation department of the Investigative Committee of St. Petersburg had issued conscription notices to 11 new Russian citizens from neighbouring countries at a ceremony to grant them citizenship.
Military analysts from the ISW noted that the Russian authorities issued the notices as a means of crypto-mobilisation and to appease Russia's ultranationalist community.
The ISW analysts suggested that the Russian government is trying to reconcile the exploitation of migrant labour to reduce labour shortages in Russia and is prioritising crypto-mobilisation to send migrants into combat.
