Quote: "The Defence Ministry’s budget for next year (1.16 trillion hryvnias [approximately US$32.5 billion]) can be divided into three large packages. This is the NATO countries’ approach which they use to categorise their defence expenditures.
The first package is the ammunition and weapons purchases, which is over 20% of our defence budget.
The second package, the largest, is for personnel. Personnel expenditure will make up over 70% of the budget. These are financial support, additional payments for combat tasks, training, food, clothing and equipment.
And the third package is operational expenses. They include fuel, military training, utility bills, and actual repairs."
