Ukraine receives US$2.8 billion of budget support from partners in October

The state budget of Ukraine received about US$2.8 billion of external financing in October, 40% out of them being grant funds.

In October, Ukraine’s main donors were:

  • the EU – US$1,6 billion (concessional financing);
  • the US – US$1,15 billion (grant).

The grant funds provided on irrevocable conditions make 40% of financial aid.

The EU funds were received as the ninth tranche within the framework of the large-scale macro financial aid for 2023. The total amount of financing according to the Macro Financial Aid programme is €18 billion, out of which Ukraine has received €15 billion.

The grant from the US is a part of the fifth additional financing within the framework of the Public Expenditures for Administrative Capacity Endurance project (PEACE in Ukraine) project of the World Bank.

This year Ukraine has received US$10.9 billion of grant financing from the US.

"International funding is used to finance priority State Budget expenditures, including social protection, humanitarian needs, and salaries for employees in the education and healthcare sectors," the Ministry of Finances explained.

In total, within the course of 10 months the Ukrainian Treasury allocated about US$35.4 billion of external financing for urgent needs of the state budget.
