Russia wants to put prisoners on special military register

The Russian Defence Ministry has prepared a draft resolution proposing registering conscripts and those liable for military service serving sentences in penitentiaries .

Details: In particular, the Ministry of Defence of the Russian Federation proposes to exclude from the regulation on military registration the subparagraph that exempts citizens serving sentences in the form of imprisonment from military registration.

Instead, it is proposed to introduce the concept of "special military registration", which will be carried out by penal institutions.

It is noted that citizens serving sentences will not need to come to military enlistment offices to become or be removed from the "special register" because the relevant lists will be compiled and updated by penal institutions.

It is proposed to verify the lists of "special military registration" with the database of military enlistment offices at least once a year.

Background:

  • Russian prisoners have been actively recruited to participate in the war against Ukraine since the summer of 2022, with promises of pardons and cash payments.
  • Initially, this was done by the Wagner Private Military Company (PMC). But in February 2023, Yevgeny Prigozhin, the company's founder, announced that PMCs would no longer recruit prisoners.
  • After that, the Russian Defence Ministry began recruiting people for the war in the prisons.
