Ukrainian President Volodymyr Zelenskyy believes that more than just victory is needed for people to come back to Ukraine: the refugees themselves have to want to come back.

Quote: "I support our Armed Forces, our military, when they say that we want life to return. And if life does not return to civilian space... everything will be difficult. It's not clear who and what we are fighting for if there are no people here."
Details: Speaking about the conditions in which people would return from abroad, Zelenskyy said victory was "the number one factor".
"The desire - not empty words, but the desire to be here. That’s the number two factor. The simplest possible opportunity to build your future here," the president added.
He stressed that it is impossible for this war to be won without the people of Ukraine, "because everyone pays the salaries of our military".
Quote: "People who are abroad for various reasons – they should also want to come back. To build the state. To be a patriot not only on the streets, but to be a patriot at work. To want to do something for Ukraine."
