Quote: "I have held a meeting of the Security and Defence Council. The main issue on the agenda was the military medical commissions and the outcome of the inspection of the whole system of these commissions throughout Ukraine. Reports on violations were heard. Measures for preventing any corruption in this sector have been taken.
Reports were presented by the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine (SSU), the State Bureau of Investigation of Ukraine (SBI), the military, representatives of the medical sector, the ombudsman for human rights, and the Prosecutor General.
The decisions [made by the NSDC] are as follows.
There is to be a comprehensive inspection of the validity of decisions made by military medical commissions on disability and unfitness for military service since 24 February 2022 that may be related to corruption violations. All groundless and illegal decisions must be investigated by law enforcement agencies.
Based on the outcome of the inspection, conclusions will be drawn with regard to individuals who went abroad on the basis of falsified decisions made by military medical commissions since the beginning of Russia’s full-scale invasion of Ukraine."
Details: Zelenskyy stated that it had also been decided to provide more opportunities to undergo military medical commission examinations at civilian medical institutions.
He stressed that the military command must fully cooperate with civilian medics in order to resolve this issue.
Zelenskyy ordered that the process of full digitalisation of all work of military medical commissions must be completed in order to put an end to the queues in which people are being forced to wait to be examined by commissions or receive their results.
In addition, the system of determining fitness for military service must be reassessed to make it easier for commanders to recruit soldiers for combat missions and to prevent the concept of limited fitness from being manipulated.
The Cabinet of Ministers of Ukraine has been ordered to ensure that military medical commissions operate to a proper level of efficiency, that barriers to all components of their work are removed, and that professional staff are hired.
Quote: "Law enforcement agencies will continue to inspect the system of military medical commissions and to clear it of those who use their office against the security and defence capacity of our state."
