Details: India, which holds this year's G20 presidency, has posted the final document itself. It includes parts of the declaration of the G20 Summit that took place in November 2022 in Bali. India has also pointed out that all participants agreed on paragraphs 3 and 4, except for Russia and China.
Paragraph 3 mentions the UN resolutions that condemn the Russian aggression against Ukraine and demand to withdraw troops of the Russian Federation from the territory of Ukraine urgently and unconditionally.
Quote from paragraph 3: "Most members strongly condemned the war in Ukraine and stressed that it is causing immense human suffering and exacerbating existing fragilities in the global economy – constraining growth, increasing inflation, disrupting supply chains, heightening energy and food security, and elevating financial stability risks. There were other views and different assessments of the situation and sanctions. Recognising that the G20 is not the forum to resolve security issues, we acknowledge that security issues can have significant consequences for the global economy."
More details: Paragraph 4 stresses that it is extremely important to ensure compliance with the international law and the multilateral system of safeguarding peace and stability that includes respect to principles of the UN Charter and protection of civilians and infrastructure in armed conflicts.
Quote from Paragraph 4: "The use or threat of use of nuclear weapons is inadmissible. The peaceful resolution of conflicts, efforts to address crises, as well as diplomacy and dialogue, are vital. Today’s era must not be of war."
Background: Some media outlets have found out in advance that finance ministers of the Group of 20 (G20), hosted by India, could not reach consensus on terms about the war in Ukraine and were likely to end the meeting without a joint communique.
