Ukraine's Deputy Foreign Minister in UN: 10 steps in Ukraine's Peace Formula can ensure security and justice for Ukraine

Emine Dzhaparova, First Deputy Foreign Minister of Ukraine, has urged the "responsible nations" to support Ukraine’s Formula for Peace during the UN Security Council meeting.

Quote from Dzhaparova: "My President Volodymyr Zelenskyy has initiated [the] Peace Formula to meet the pressing challenges of the world. It consists of 10 points that are able to bring back security and justice to Ukraine and the entire world. [...] We call on the responsible nations to facilitate and promote the Peace Formula plan."

Details: Dzhaparova stressed that the Peace Formula is based on the "purposes and principles" of the UN Charter and is aimed at "ensuring security in all its dimensions: food security, radiation, energy security, countering ecocide and preventing the repetition of the aggression."

The First Deputy Foreign Minister added that Russia has already felt the impact of the sanctions imposed on it as its army is running out of modern weapons and ammunition.

Dzhaparova stressed that for Russia’s final defeat and the victory of democracy, "another joint action is needed". Sanctions with particular economic impact have to be reinforced, including a full oil and gas embargo and disconnection of Russian banks from the global financial system.

Dzhaparova reiterated Ukraine's request to send experts to Ukraine to investigate Iran’s supply of unmanned aerial vehicles (UAVs) to Russia. She stressed that "the delay undermines the credibility of the Security Council as such, as well as its ability to ensure the implementation of its own decision[s]."

Dzhaparova also said it was "of paramount importance" that a special tribunal to hold Russian war criminals accountable be established.

  • On 12 January, Emine Dzhaparova announced that the UN General Assembly would vote on establishing a special tribunal to investigate Russia’s crime of aggression.
  • The First Deputy Foreign Minister also said that in 2023 Ukraine hoped to have the UN General Assembly vote on two resolutions: one based on President Volodymyr Zelenskyy’s 10-point "Peace Formula" plan and the other holding Russia accountable for the war against Ukraine.
