Details:  According to the information available to the Ukrainian military, the first stage of mobilisation in the Russian Federation has demonstrated many shortcomings in the inner workings of the military commissariats. In order to track the movement of reservists, the Russian authorities are creating a single database of those liable for military service. This will be integrated with the state database.

Employers will have to inform the military commissariats of their employees who are liable for military service.

Russian authorities will track every movement of such people in order to mobilise them, even if they do not live at the place of registration.

According to the Special Operations Forces, the system will have a separate category of privileged citizens who will be exempted from military service. These are first and foremost civil servants who are loyal to Putin.

The new accounting system is planned to start functioning in February 2023. The second wave of mobilisation is expected around this time, to be conducted under the motto "war against the collective West".

Why is it important: The Kremlin claims that the mobilisation campaign is over; however, Putin has only signed the decree that started it, and there is no decree that would put an end to it.

Putin’s press secretary, Dmitry Peskov, says there’s no information about the course of mobilisation.
