Collaborator caught in Kherson Oblast who served as "chairman of village council" during occupation

In Kherson Oblast, the Security Service of Ukraine [SSU] have detained a resident who, during the Russian occupation, took the post of the so-called "Chairman of the Novoraisk village council".

Quote: "In the village of Novoraisk, Beryslav district, Kherson Oblast, during stabilisation measures, SSU officers detained a resident.

It is established that during the temporary occupation of the settlement, he voluntarily took up the position of the so-called "Head of the Novoraisk village council of the Military State Administration of the Beryslav District of Kherson Oblast."

Details: Performing the tasks of representatives of the occupation authorities in an illegally created body, he was responsible for:

  • Organisation of formation of the occupation administration apparatus in the village;
  • issuing organisational orders related to the implementation of the occupation policy, directions in the field of budget relations (including the transition of rural business entities to the Russian system of registration and taxation, the transition to payments in the Russian roubles);
  • collecting information and forming lists of persons belonging to vulnerable strata of the population, which were later passed on to representatives of the occupation administration of the Beryslav district;
  • Organisation of interaction with the leadership of Andrey Kostyuk, the so-called "Chairman of the military-civil administration of the Beryslav district of Kherson Oblast";
  • measures for the actual re-registration of business entities of Novoraisk in the tax authorities illegally created by the occupation authorities in Kherson Oblast.

In addition, the so-called "chairman" provided information to the Russian military about empty houses to accommodate personnel. Enlisting the support of the occupation forces, he conducted "explanatory" work among the locals to persuade them to cooperate with the invaders and refuse to communicate with citizens in the territory controlled by the Ukrainian authorities.

SSU officers established the location of the accomplice of the invaders and detained him.

The defendant was informed that he was under suspicion under Part 5 of Article 111.1 (collaboration) of the Criminal Code of Ukraine and taken into custody.
