Russian-controlled news agency: Putin's United Russia party refuses to hold annual congress
The Kremlin's United Russia party has decided not to hold a traditional party congress in 2022, as it is "not ready to propose a strategic agenda".

Details: The party congress, according to the statute, should be held once a year. According to electoral lawyer Yevgeniy Poroshin, refusal to hold it may be a reason for a warning from the Ministry of Justice of Russia.
There was a precedent of the ruling party not holding the annual congress despite the existence of a corresponding provision in the charter, during the COVID-19 pandemic; but there had been a ban on holding mass events in Russia at the time.
Earlier, Putin's spokesman Dmitry Peskov said that the exact timing of the President's address to the Federal Assembly of Russia is not yet known.
Putin last addressed the Federal Assembly of Russia on 21 April 2021.
