Russia’s UN representative blames Ukraine’s air defence and US missiles for civilian casualties in Ukraine
Following Russia’s most recent large-scale missile attack on Ukraine, Vasily Nebenzya, Russia’s Permanent Representative to the UN, has blamed Ukraine’s air defence systems and the West’s "pumping Ukraine with weapons" for civilian casualties and damage to Ukraine’s critical civilian infrastructure.

Details: Russia’s representative claimed that Ukrainian forces are deploying anti-aircraft missile systems in the midst of residential buildings.
Quote from Nebenzya: "As a result, missile fragments or Ukrainian missiles that went off course have hit facilities that Russia has never targeted."
Details: Nebenzya also claimed that the missiles that hit residential buildings in Kyiv and Vyshhorod on Wednesday, 23 November, were the "US anti-aircraft missiles that are supplied to Kyiv."
"Your thoughtless pumping of Ukraine with weapons leads only to the deaths of civilians, not only in Donbas but in Ukrainian cities," Nebenzya appealed to Western countries.
Previously: On 28 October, Vasily Nebenzya said that Russia has allegedly discovered drones in Ukraine that can "spread mosquitoes infected with dangerous viruses." Oleksii Reznikov, the Defence Minister of Ukraine, has trolled Nebenzya, saying that Ukraine has announced a "partial mobilisation" of "about 300,000 mosquitoes."
Background:
- On 23 November, Russia carried out a large-scale missile attack on Ukraine’s critical infrastructure. Ukraine’s air defence forces shot down 51 Russian cruise missiles (out of 67) and five loitering munitions.
- The missile attack left all of Ukraine’s nuclear power plants, as well as the majority of thermoelectric and hydroelectric power plants, without power. Power transmission facilities have also been damaged. Large swathes of Ukraine have been left without power; there were disruptions in the supply of water and heat.
- Ten people have been confirmed dead as a result of the Russian attack on 23 November.
