Ukraine’s Foreign Ministry likens Russia to ISIS after Putin’s spokesman admits latest attacks aimed at forcing negotiations
Ukraine’s Ministry for Foreign Affairs has likened Russia to ISIS after Russian presidential spokesman Dmitry Peskov said that Russia continues to attack Ukraine’s infrastructure in order to bring Ukraine to the negotiating table.

Quote from Nikolenko: "Dmitry Peskov has admitted that Russia is destroying Ukraine’s critical infrastructure in order to bring Ukraine to the negotiating table.
This is also what ISIS terrorists do: they kill innocent people in order to get their demands fulfilled.
Russia is acting like a terrorist state. Peskov’s statement should open the eyes of those countries that still believe that Russia wants to negotiate.
Russian aggression cannot be stopped by words. It can only be stopped by air defence systems, tanks and MLRS [multiple-launch rocket systems]."
Background:
- The Kremlin admitted that the lack of power and heat in many parts of Ukraine was the outcome of the Kyiv authorities’ refusal to negotiate.
- Ukrainian President Volodymyr Zelenskyy has outlined 10 proposals that comprise Ukraine’s "formula for peace" in his video address to the G20 summit in Bali. "And if Russia claims that it wants to end this war, let it prove its words with actions," Zelenskyy has said.
- Russia has responded with ten missiles for each point of Ukraine's peace plan. On 15 November, Russia carried out the largest missile attack on Ukraine’s critical infrastructure since 24 February 2022.
- The Ukrainian government has stressed on multiple occasions that negotiations with Russia will only be possible after Russia withdraws its troops from Ukrainian territory as defined in 1991.
- The Ministry for Foreign Affairs of the Russian Federation has stated that Russia "does not accept preconditions regarding Ukraine", particularly the requirement to withdraw the Russian troops.
