Russia claims Henichesk as new "capital of Kherson Oblast"

Following the withdrawal of Russian forces from the city of Kherson [the official administrative centre, or capital, of Kherson Oblast - ed.], Russia has claimed that the city of Henichesk is the new "capital" of Kherson Oblast.

Details: A representative of the Russian occupation administration in Kherson Oblast said that Henichesk has been chosen as the new "capital" of Kherson Oblast and main "government agencies" have been relocated to the city.

Background:

• On 9 November, Sergei Surovikin, Commander-in-Chief of the Russian occupation forces in Ukraine, announced that Russian troops were withdrawing from the city of Kherson. The Office of the President of Ukraine said that the Ukrainian government saw no evidence that Russia would retreat from Kherson without a fight.
• On 11 November, Ukraine’s Defence Intelligence reported that Kherson was being brought back under Ukraine’s control and that the Armed Forces of Ukraine started entering the city. Russian occupation forces’ retreat routes were under the fire control of the Ukrainian army.
• Also on 11 Novermber, President Volodymyr Zelenskyy said that the Special Operations Forces of the Armed Forces of Ukraine were in Kherson; other Ukrainian troops were on the outskirts of the city.
